Which one is right? does de gets contracted to des or changes to d' as appartements starts with a vowel.

You haven't referenced the lesson or question, but if the apartments were specific then the preposition "à côté de" would be appropriate in the sense of "next to".
So we could write "Mon école est à côté de les (des) apartments".
If on the other hand, they were non-specific then we could write "...... d'apartments" (à côté de)
