why is 'ça' used to refer to 'le recyclage' and not 'il'? Like 'Il réduit la pollution' for instance or 'il limite des déchets'?

I see it as simply expressing "this" in the lesson in the sense "Le recyclage ça (this) réduit la pollution ...."

It acts as a pronoun
