Like Debra said below: When using the 24-hour clock (13h, 14h, ...), you don't use et quart, et demie, moins le quart.
But it is 7:30 pm... and it uses with et demie... Why?
It is not using the 24 hour clock. «...sept heures et demie du soir» is using a 12 hour clock. If it was 24 hour clock it would be «dix-neuf heures trente» and in this case «et demie» etc not used (starting from treize heures).
