Il faut payer is grammatically correct but it has the ring of a general requirement. It means something like "one must pay" and not "you have to pay".

Il faut payer -- One must pay.
Vous devrez payer -- You will have to pay.

Il faut payer au lieu de vous devrez payer

Is "Il faut payer ..." a possibility here?
