Is this sign in french?

This Brussels-area store's yellow sign says "La cour toi sie". Is it even french? The clerk in the store didn't know.

No expert, but it looks like the French word ”La courtoisie” (= courtesy/ politeness) split into syllables. No idea if this is an obscure Belgian joke!
