What's the difference between: Bernard la lui envoie and Bernard l'envoie à elle. Aren't they indicating the same thing (sense)?

Je l'ai envoyé à elle is not good French. The verb asks for an indirect object pronoun, lui, which goes before the verb.

They are not the same thing because you are wanting to employ a "stressed" pronoun when the exercise is about "direct" and "indirect" usage.
Envoyer (qch) à (qu'un) -- above "la" is the direct pronoun and "lui" the indirect pronoun.
