Why is this "que l'on" rather than "qu'on" ?  I don't understand the "l"

Carl, this is euphonic . It has no specific meaning. 

Not regularly used in everyday speech nowadays - used mostly in more formal communications, most common in formal writing, and also still heard in formal speech.
