Raymond, yes, you can say ‘ on peut le faire ‘ but there is a difference between that and ‘ on sait le faire ‘. Basically, ‘savoir’ refers mainly to knowledge, ‘pouvoir’ to ability/action. These are not always the same thing.
Context and meaning to convey determine the choice.
