How come there is no subjunctive after 'Il faut dire que'?

You don't use the subjunctive if faut is followed by an infinitive. The subsequent que belongs to dire and not to faut.

Il faut dire qu'il a raison. -- It must be said that he is right.
Il faut que tu le dises. -- You must say it.
