I am not sure I understand the question.  If I have missed the point of the question, please elucidate further.

‘ ont été ‘ is the passé composé form of être in the third person plural, exactly as needed to answer the question, and in keeping with the hint. 

The verb ‘ être ‘, as for the overwhelming majority of verbs, conjugates with avoir as the auxiliary in all its compound tenses. 

Perhaps you are confusing this with the quite different role of ‘ être ‘ as an auxiliary for a limited number of verbs ?

Avoir in the third person passé composé would be ‘ ont eu ‘. That is, ‘ avoir ‘ also conjugates with avoir in compound tenses.
