Hi Jim,
The term "Docteur" could mean an expert practitioner in a subject other than medicine.
Whereas "Médecin" is a physician in a more formal sense of a medical doctor.
This is my understanding.

"Docteur" is strictly speaking an academic degree and could just as well apply to someone with a Ph.D. Colloquially, it is also used to mean a medical doctor.
"Médecin" is specifically a medical doctor.
