Who is the “frère malicieux”?

I presume it’s the speaker, but the speaker sounds female.

I guess hiring children to read the script may stretch the budget, or breach labour laws ? 

The sub-heading indicates Arthur to be le frère malicieux, and “he” is speaking. Good acting really !

It's nice to get a different voice once in awhile.  I just hope after the recording, the reader was returned to whatever institution he or she was taken from.
