Why is “j’habite dans le New Jersey” correct, but “j’habite dans le Texas” wrong?

Texas, New Mexico, and Quebec are exceptions - they use 'au' instead of 'dans' (as if they were countries)

Why is “j’habite dans le New Jersey” correct, but “j’habite dans le Texas” wrong?
