Why is this not in the subjunctive form?

C'est vrai qu'il est un peu nul. Since this is an opinion wouldn't it be "qu'il soit un peu nul."

The indicative is used to express beliefs as well as certainty, while one of the uses of the subjunctive is to imply doubt. "C'est vrai" implies a degree of certainty, which is why the indicative is used in this example. A similar structure would be "Je pense qu'il est un peu nul." (belief - therefore, Indicative) vs. "Penses-tu qu'il soit un peu nul?" The interrogative form implies doubt and thus requires subjunctive.

what about past  it is necessary that you were at  the cinema
il faut que tu sois au cinema
il faut que tu etais au cinema
il faut que tu que tu aies  été au cinema
