Am I right in thinking that you would never use, d'il or d'ils and instead we should use de lui and d'eux?

Yes! I think that you are correct.
The preposition "de" is followed by a stress pronoun, so de lui and d'eux are correct.
Moi, toi, lui, elle, nous, vous, eux, elles (advanced stress pronouns)

As a non-grammarian I sometimes find the way usage is expressed, eg 'de is followed by a stress pronoun' difficult to follow. I find it easier to translate to English - I would not say of he or of they, I would say of him etc.
