C'est vraiment tard ! But he seems to be stressing "that". So "c'est" can be "that is" as well as "it is"?

yes, it can be translated as noted in attached lesson. Which particular English phrase to translate to depends on context.

There is no ‘ ça (or ce) est ‘. The contracted form ‘ c’est ‘ is obligatory.
