In this example:

Regarde ces filles. Celle qui court s'appelle Sophia

Can I use "Ce qui" instead of "Celle qui" as follows (remember ce qui, ce que, ce dont)?

Here are a few examples to help you see the difference between 'ce / celui-celle':

‘Celui / Celle(s) / Ceux’ … the ones …

C’est mon chien, celui qui a un collier vert This is my dog, the one who has a green collar.

Regarde cette fille. Celle qui porte des lunettes Look at this girl. The one who wears glasses.

Ceux qui ne mangent pas ne grandissent pas = The ones who don’t eat don’t grow tall.

‘Ce qui / que / dont’ … what / which…

Ce qui m’énerve … = What annoys me…

Ce que je déteste … What I hate …

Ce dont tu parles... What you are talking about…

Mon ami aime les films d’horreur ce que déteste my friend loves horror movies which I hate

No, ce qui is not correct in this case. Ce qui is for matters impersonal ("what") and a relative pronoun, whereas celle is a demonstrative pronoun.

Je ne comprends pas ce qui s'est passé. -- I don't understand what happened.
Marie, c'est celle que j'aime. -- Marie, it is the one (her) I love.
