Correct explanation of what follows "thousand"

In the explanation is the following sentence: Un millier de soldats sont venus.

A thousand soldiers came.-> Both mille and un millier de are followed by a plural verb (sont venus). 

I don't believe "thousand" is EVER followed by a verb. It is followed by a noun to indicate what is being counted.  Am I misunderstanding the intent of the explanation?
