Bonjour Frank,
In French, in the context of "making a story up", the expression to use is "inventer une histoire". However, if you were to have a conversation with a friend etc, they'll understand if you were to use "créer" - although it would sound a bit off.
For "to create a new world", you will use "créer" rather than "inventer" - although it is a correct option here so I have added it to the correct answers. ;-)
I hope this is helpful.
Bonne journée !
@Céline: Can you be more specific, please? Is "créer" used only with concrete things, while "inventer" is used with abstract things? This doesn't seem likely, however, since "a new world" is abstract, unless you were, like God, actually making a planet.
