Yes, pretty much. Depuis is either followed by something denoting time or que.

Depuis quand es-tu ici? -- Je t'attends depuis 30 minutes.
Depuis qu'il m'a quitté, je suis très triste.

Note: depuis can also be used in a spatial context, which parallels its use with time (no que):

Depuis la terrasse, on peut voir la mer. -- From the terrace, you can see the sea.
