That's a good question Michael!
In fact, the verb can be reflexive or simply transitive when an object follows it.
Je vais désinscrire mon fils de ce cours d'allemand car il n'aime pas ça = I am going to deregister my son from this German course as he doesn't like it
Il va désinscrire son nom de cette liste électorale = He is going to take his name off this electoral list
But the verb is reflexive when the subject and the object are the same person or group.
Elle a décidé de se désinscrire de cette compétition de natation = She has decided to unregister herself from this swimming competition
