Yes, they do sound identical, I'm afraid. The only way to distinguish them is to pay attention to the context when being spoken:
- Qu'est-ce fait Noa ? - Il s'habille. = - What is Noa doing? - He's getting dressed.
- Où sont les enfants ? - Ils s'habillent dans le vestiaire. = - Where are the kids? - They are getting dressed in the changing room.
