Is le passé composé rather than the present tense used in "j’ai toujours ressenti" because of the "toujours"?

You're absolutely correct: you will use Le Passé Composé rather than Le Présent when using "toujours". If you use Le Présent, "toujours" would mean "still" rather than "always".
