Le goûter is traditionally a light meal composed of sweet things served to children after school but it is defined mainly by the time it is served ...about 4 - 5 pm.

It has to be 2 - 3 hours before le dîner which in France is normally from 7 30 pm.

So, you could have un goûter d’anniversaire for instance for anyone which would be served in the middle of the afternoon.
