How would you say "He didn't give the change back on purpose." ?Il a fait exprès de ne pas rendre la monnaie.Il n'a pas rendu la monnaie à propos.Il n'a pas rendu la monnaie d'intention.Il n'a pas l'intention de rendre la monnaie.

I know the right answer is A. But is it supposed to be ´ Il a fait exprès de ne rendre pas la monnaie.’ ? Instead of ´ Il a fait exprès de NE PAS rendre la monnaie.´

It is definitely supposed to be "de ne pas rendre" and not "de ne rendre pas".

In case of a negation with an infinitive verb "ne pas" must go before the verb. See also https://progress.lawlessfrench.com/revision/grammar/negation-of-infinitives-indirect-speech.
