As you rightly say your first two sentences are correct apart from a couple of accents mistakes ( allé - cinéma) but the third one is not .
The only other way you could say the same thing using a statement and inflection of the voice at the end would be -
Pierre est allé au cinéma quand ?
but it is very informal and only used in everyday speech.

However, I think the third form would have been acceptable if it had been in the present tense.

I think it's the use of a compound tense that makes it unacceptable.

Having double-checked in France -
Quand va Pierre au cinéma?
is incorrect.
I think I understand now. The problem must be the "au cinéma" after the verb. But it should be possible to ask "Quand va Pierre?", and maybe even "Quand est allé Pierre?".
You can also say "Quand part le train pour Paris?" - but perhaps that's because it's understood as a single thing: "the Paris train".
