Hi Carole, 

Not sure if I have understood your question correctly but the BAGS rule is when an adjective is with a noun which isn't the case in the example -

Oui, cette photo est belle mais elle ___ assez belle pour mon album.

I don't know where you are suggesting the adjective could be placed.
