"The weather was wonderful." There is no clear beginning and the end, so why is it in passé composé? Can I say "Il fesait beau."?

Bonjour Hillary,
It is in Le Passé Composé because it is referring to a past action that has a clear timeframe in the past ( as per the hint given 'i.e. the weather at that time'), insisting on it being a single, whole past event
