Which one do you think is better to use. You mention that one is more clunky, can you tell me which one is better ?

Neither is grammatically correct as “soleil” is a noun, not an adjective.

Il y a du soleil is the grammatically correct phrase in this context. 

Il fait du soleil VS il fait soleil
