In the example "Je travaille dans le Hampshire", why isn't it "Je travaille dans l'Hampshire"?

This question relates to:French lesson "Continents/countries/counties/regions/states are masculine, feminine or plural in French (Gender)"

I think the French are trying to pronounce the H (h aspiré) and so the 'le' doesn't contract.
