Actually it would be "Je lui ferai parvenir le dossier." as Nicole says. I think the word order in the causative (faire + infinitive) is different from other modal verbs like devoir.
Je ferai parvenir le dossier à Jean. -- I will get the file to Jean.Je ferai lui parvenir le dossier. -- I will get him the file.
Lui replaces à Jean and moves to a position before the infinitive. There are strict rules governing word order in French. That's just how it is. Note that even in English, when you omit
