jusqu'à means "to a certain point but not further".
When used in a spatial context, often it means "as far as", whereas à just means "to".
To me the difference in jusqu'à versus à presents the same difficulty as using depuis versus de when saying that something comes from somewhere. Example: "Il regarde la rue depuis sa fenetre"
