Hi Archana,
The two verbs are different -
retourner = to go back
revenir = to come back
The 2 options given are -
quand le soleil revient
quand le soleil est de retour
être de retour = to be back
All a bit confusing ...

Retourner and the English "to return" are false friends when used intransitively. Retourner is more like "to turn back".
