It says to use MIEUX for a general statement with être about something or someone being fine/OK/better/the best.

Can we say.... "C'est la mieux idée." ? [This/It is the best idea.]

No, it would be -

C'est la meilleure idée = This is the best idea

C'est le meilleur livre = This is the best book

Ce sont les meilleurs amis = These/They are the best friends

Meilleur + noun

Verb + mieux
