Why is the ne explétif used in this informal spoken conversation? I thought that it was usually used in formal French.

Bonjour Paul !

The fact is that it depends on each person. It is correct that most people would omit the expletive "ne" in speech, but that doesn't mean everyone does, and in the case of that text, the speaker didn't  :)
