"moins vingt" in 24 hour time?

A kwiz I took marked "seize heures moins vingt" as incorrect (correct answer "quinze heures quarante").Am I to understand that you can't use "moins" constructions for >12 hours at all? In this lesson you only mention "moins le quart" being wrong.

When using the 24h format, you just state hours and minutes in exact numbers. Everything else is part of the 12h and more conversational time format. Furthermore, you seem to have gotten the hours wrong (16 instead of 15).
