Alan and Chris are both correct that it is Le Conditionnel Passé - deuxième forme - which is rarely used - and it can be replaced by Le Conditionnel passéQui l'aurait cru ?

Grammatically, it is conditional mood, perfect tense: Who would have thought? Or "Who would have thunk" (tongue in cheek).
