Kwiziq can't speak for Duolingo's policy. But, as a French Native, this might depend on the context:
- C'est nul is used to describe a noun (a thing, a person or a quality).
Ce film est nul = This film is rubbish
Ma collègue est nulle à son travail = My colleague is hopeless at her work
Ce tissu est nul = This material is bad
- C'est n'importe quoi refers to the content of an action or a statement.
Arrête de dire n'importe quoi ! = Stop saying nonsense!
1000€ pour cette babiole ? C'est n'importe quoi ! = €1000 for this trinket? That's ridiculous!
