I recently saw the expression "Tant bien que mal"

In the context of usage of Que/Qui, what decides the use of 'que' here rather than 'qui' ?

Paul, 

this is a fixed expression and they are often/usually better just accepted as is, rather than trying to break them down. 

However in this case, ‘que’ is a conjunction, not a relative pronoun.
