Bonjour Chris,
'pas d'eux' = not of them (literally) - it is normally part of a bigger expression:
Je ne me souviens pas d'eux = I don't remember them
Ne t'occupe pas d'eux = don't mind them

Your answer would suggest that the d'eux is put on the end of a negative statement including 'pas' to add the meaning 'of them' , rather than 'pas d'eux' existing on its own. Can it start a sentence?

Bonjour Chris,
Usually, no, it wouldn't be at the beginning of a sentence, unless you use it instead of answering by a full sentence (which is very familiar).
