peut-etre qu'ils

In this exercise, we see "Peut-etre qu'ils".  Why do we need "que"?  Why not just "Peut-etre ils"?

Peut-être que is a conjunction and is followed by a clause. It can be used at the beginning of a sentence. Peut-être on its own is an adverb and has to be linked to a verb, or placed at the end of a sentence. 

Peut-être qu'ils connaîtront...

Ils connaîtront peut-être ....

Ils connaîtront ... , peut-être.
