Qui v/s ce qui

Il veut visiter le château ________ est au milieu de la forêt.

My answer - qui

Correct Answer - ce qui

I understand we use « ce qui » when referring to the whole fact of the sentence. But here the castle (noun) is the one located in the forest.

What am I not getting?
