You would only tell the difference by how 'tous' is pronounced.
Vous faites tous vos devoirs ? = Are you all doing your homework?
Here, 'tous' is pronounced "toos"
Vous faites tous vos devoirs ? = Are you doing all of your homework?
Here, 'tous' is pronounced "too"
