The expression 'il faut quelque chose à quelqu'un' (somebody needs something) is what is called an impersonal expression, in the sense that 'il faut'  doesn't change whoever it refers to. 
what will change is who the recipient of the need is :

Il me faut une voiture = I need a car
Il te faut une voiture = You need a car
Il lui faut une voiture = He/she needs a car
Il nous faut une voiture = We need a car
Il vous faut une voiture = You need a car
Il leur faut une voiture = They need car

Hi Mark,The expression is a general statement Il faut ....It is possible to write Il lui faut une voiture, but not Elle lui faut ..To be clearer;  I suggest that you may wish to use the expression "avoir besoin de" in this instance."Elle a besoin d'une voiture", this construction will give the sense of necessity that you may be seeking with your suggested use of "il faut ..."Hope this helpsBonne continuationJim
