Translation of ’while’

In the sentence, ”Tandis que je regarde autour de moi, je me sens émue de voir autant de personnes présentes aujourd'hui”, why is ’pendant que’ not an acceptable alternative ?

There's a subtle difference between tandis que and pendant que:

Tandis que is suitable for contrasts, emotional tone, or a literary style.
Pendant que is neutral and factual, simply indicating that two actions are happening simultaneously.

I think the sense of this sentence is more one of 'As I look around' rather than 'While I look around'
