Why not française to make the accord with feminin région ?

Basically 'outre-mer' is invariable - as an adverb, or as a masculine invariable noun.

I'm not sure that's relevant Maarten, the agreement of français is with un département et une région, so it's masculine plural, which happens to be just the same as the singular.
