Je crois que le deuxième verbe dans cette phrase devrait être --- Toi, qui aimes tant l'Australie, AVAIS suggéré Alex...

Toi,(tu) est le sujet de la phrase. Ai-je raison?

Hi Barbara, 

In the case of

... avait suggéré Alex 

the subject and the verb are inverted and Alex is the subject of avait suggéré- third person singular - so 'avait' is correct.

Hi Kathleen,

With a narrative, it is often a stylistic preference as in English.

Otherwise, the only case I can think of is in interrogative clauses as in Barbara's question -

Ai-je raison? = Am I right?
