Can we use "Veux-tu je vais là-bas ?" as well as "Veux-tu que j'aille là-bas ?"? If yes, what is the difference between them?

No, you can't say that. You need que because there are two different subjects in circulation (tu and je) and because of the verb vouloir you need the subjonctif.
