Why is it "il esquiva à quelques millisecondes" rather than "par quelque millisecondes"?

Yes, I would like to know this too, and also why "près" has been added on the end. The English phrase was "He dodged it by a few milliseconds" (the "it" being a fist) and the translation given is "Il l'esquiva à quelques millisecondes près". Merci !
