Bonjour Stephen,
As Jim explained, 'baluchon' (= bundle)is slightly different from 'sac à dos' (= backpack). It is a much older version of the more common 'sac à dos'. See here: baluchon/CNRTL
This exercise being a dictation, we wanted to introduce a more 'poetic' expression... ;-)

I have not carried out the exercise so do not have the contextual knowledge.
Looking at the two definitions --> Un baluchon - bag(s) / bundle
Un sac à dos - rucksack / backpack
I suspect the differences shown above may well be the answer to your query?
